About the Building Projects team
Building Projects partners with government agencies and industry to deliver essential social infrastructure for our communities. This can include schools, hospitals, emergency services facilities, and other government buildings that support community needs.
The Building Projects directorate was established to strengthen how government building projects are planned, managed, and delivered - ensuring they meet the needs of South Australians now and into the future.
The team is part of the Department’s Infrastructure Delivery division, working to deliver high-quality, fit-for-purpose public infrastructure across the state.
Managing building projects
We follow the policy framework outlined in the Department of the Premier and Cabinet’s Circular 028 (PDF, 54 KB), which sets the rules for how government infrastructure projects are developed and delivered.
To ensure consistency, transparency, and effective risk management on all major building projects, we apply the Construction Procurement Policy – Project Implementation Process (PIP) (PDF, 1.8 MB).

- outlines the key phases that guide a project from planning through to completion
- defines clear roles and responsibilities for government agencies, project managers, and contractors
- supports accountability and informed decision-making at every stage.
Responsibilities
Project management
Our project managers lead teams that work with government agencies and their customers – who are also the end users. Our Building Projects teams make sure:
- project roles and processes are clear and consistent
- delivery risks are identified and managed
- projects are designed and built to a high standard
- government and the community get value for money from social infrastructure projects.
Budget risk management
Professional cost managers:
- review projects at key milestones
- manage risks to budget, cash flow and expenditure
- run effective contract payment processes
- provide professional cost management services to projects.
Construction advice
Specialist tradespeople visit construction sites to give advice on:
- technical matters
- building materials
- trade practices
- quality assurance standards
- contractual obligations.
Design management services
Architects, heritage architects and engineers:
- provide design and management services to projects in the investing program
- help to deliver high-quality designs that meet government standards
- provide expert architectural and engineering services throughout the project.
