1Education campaign on using low gear and not primary brake

(CR9) Advise HV Drivers that contravention of ARR 108, leads to prosecution, and disqualification from holding or obtaining a driver's licence.

In December 2014, ARR108 brochures were posted to all SA heavy vehicle licence holders, truck owners, freight companies and industry representatives (and posted on website These brochures included the following statement 'You could also lose your licence or be imprisoned for careless or dangerous driving'.

The second stage of the education campaign sees promotional signs installed at three HV rest areas on, and approaching the SE Freeway.  These signs are located at Mt Barker, Tailem Bend and Tintinara and are targeted at interstate drivers, some of whom may not have used the SE Freeway before.

The Heavy Vehicle Driver’s Handbook is now available online to download for free.  Ring bound copies will be available from Service SA centres from the 1 September.  The first 5 000 copies will be free, with some being made available to heavy vehicle training providers as part of their heavy vehicle licence training package.  Subsequent copies that are printed will be at a cost $10.

4Promote and communicate use of Safety Ramps throughout industry and improve visibility (including an educational video)

(CR12) Bust safety ramp myths

In conjunction with the Handbook, a ten minute safety information and training video has been developed that demonstrates to drivers how they are required to safely descend the South Eastern Freeway in accordance with ARR108 and raises awareness of the locations and through real life examples, the benefits of using safety ramps.

The video has been developed in collaboration with Industry, educators and Ambulance SA.

Heavy vehicle drivers, employers, educators and Industry members are encouraged to refresh their knowledge and stay informed of the requirements to use a low gear for the South Eastern Freeway by watching this video.

Registered training organisations (RTO) have updated their training material to include more detail on ARR 108, hills driving and use of Safety Ramps. Audits of the training material were completed in December 2014 and results show the new material is of a high standard.

6Undertake and then report the findings from CASR research on the in-depth analysis with HV vehicle drivers using the SE Freeway.The University of Adelaide's Centre for Automotive Safety Research (CASR) has been engaged to undertake research into heavy vehicle driver behaviours.

CASR has completed and submitted ethics application to the University of Adelaide Human Research Ethics Committee.

This report is expected to be delivered at the end of 2015.

7DIT cover costs of removal from the Safety Ramp

Government has committed to paying the cost for the recovery of a heavy vehicle from the safety ramp (via a tow truck).

DIT has now funded the recovery of two heavy vehicles which have used the upper safety ramp, the first in early January 2015, and the second in May 2015.

12Remove the option to obtain a HV licence via Vehicle On Road Test (VORT) method and only use the Competency Based Training (CBT) method.

(CR4) Training including safety ramps,  (CR5) Demonstrate competence  (CR6) First trip accompanied by experienced operator.
Removal of VORT option not being progressed at this time. Will continue to monitor implementation of National Heavy Vehicle Competency Based Training to ensure it doesn't water down the important training requirements for SA.

(CR4) & (CR5) Already in place for some heavy vehicle classes.

17Improved incident response protocol with industryA draft Protocol has now been prepared and is currently being reviewed. Completion is anticipated in late July 2015.short term
21Introduce Permit system whereby a heavy vehicle driver must hold a permit to drive down the freeway, if feasible.

(CR7) Hold and carry certificate and maintain log of descents.
Resources are being used to progress education and training options as a priority as this option requires significant consultation with industry and other jurisdictions to determine viability.
