CONNECT - Message from the Chief Executive

Dear all,

With the State election tomorrow, it is a good time to pause and reflect on our achievements. As a large department we cop a lot of criticism from many quarters but it is remarkable to look at what we have achieved over the past couple of years.

With a focus on improving the lives of South Australians and the way we work, play and move, our department has helped drive significant progress in this State.

It’s easy to notice major projects such as the Darlington Upgrade Project and O-Bahn tunnel, and those delivered for other agencies, such as the Adelaide Convention Centre upgrade and schools. However they are just the tip of the iceberg of what this department has done.

Everyone in the department should be proud of the list of achievements. This list is extensive – and impressive – but is not comprehensive. If there’s anything you feel should be noted but hasn’t been, please let me know.

Architecture and Built Environment Directorate

The Office for Design and Architecture SA (ODASA) promotes design excellence to ensure growth and development in South Australia positively contributes to liveability, competitiveness and sustainability.

  • Delivered design advice to 147 projects referred to the Government Architect including both public and private sector work.
  • Assisted in the drafting of State Planning Policies.
  • Released the Community Guide, Good design for great neighbourhoods and places.
  • Implemented ODASA’s six Principles of Good Design.
  • Developed a series of Design Guides to assist the formation of the Planning and Design Code.
  • Developed the Design Quality and Housing Choice design guide.
  • Developed and implemented Operational Instruction 19.8 – Trees in Medians and Roadsides in the Urban Environment in association with Traffic Operations.
  • Revised and implemented Part D37 Design Requirements for the Design and Construct Contract: Urban and Landscape Design, to align with DPTI’s latest contract models and project requirements.
  • Consolidated 21 Landscape Construction Specification parts to align with DPTI’s performance based approach to contracts.
  • Drafted urban design principles for the Public Transport Projects Alliance projects. Improved design quality of various Park Lands Demonstration projects through strategic design support and advice, including the Pityarilla (Park 19) and Narnungga (Park 25) Park Lands Demonstration projects, which provided multiple recreational and relaxation activities for the community.
  • Supported 149 industry events and forums at 28 Leigh Street.
  • Delivered a rolling exhibition program promoting design quality, innovation, policy and smart technology in Adelaide.
  • Consolidated design skills across the department into the Government Architects office. Provided strategic design advice to government on planning, design and delivery on major projects and policy.
  • Investment and support in the development of an interactive 3D City Model for Adelaide, to assist with future infrastructure planning and development assessment and 3D mapping of approved developments within Adelaide City.

Asset Management

Our department manages a diverse portfolio of assets valued at more than $24 billion on behalf of all South Australians, including roads, bridges, railways, rolling stock, buses, land, buildings, jetties and other marine facilities.

Adelaide’s rail corridors look and operate much better as a result of the work of the Rail Infrastructure Management and Maintenance team.

  • Stop and Station Upgrades: 5 major lighting upgrades, 10 CCTV installations, 10 landscape upgrades, refurbished city tram stops, more rail care volunteers and Rail Care Art grants.
  • Major upgrades: re-rail of Jetty Road, Glenelg, Port River Bridge superstructure replacement, Albert Park station rebuild, Mawson Lakes DDA car park
  • Track maintenance: $3.7m rail milling, ramping and resleepering, $1m fence replacement, extensive tree pruning, weed and pest management
  • Signalling and crossing upgrades: 13 LED and power cable replacements at level crossings, energy use audit to identify savings
  • Rolling stock upgrades: initiated upgrading of remaining 20 diesel trains, extending life of fleet, delivering $9m in savings

All rail network data has been integrated into one information system, streamlining workflow management and providing real-time information on the state of the network.

Capital Initiatives

The new Capital Initiatives directorate was set up with the aim of delivering works more quickly and efficiently, as well as encouraging more work for South Australian people and businesses.

Bringing together staff from different areas of the department, Capital Initiatives formed a cohesive unit under extreme time pressure and since its inception in August 2017 released more than 50 projects to the market with a value of over $1billion. These projects will support around 750 jobs per year.

Commercial and Legal

South Australia continues to be a major centre for autonomous vehicle technology and is leading a number of important pilots and initiatives in this field, with our department a driving force for this innovation.

The pilots include:

  • Local Motors Olli Shuttle and SAGE Automation Olli Stop Trial at Glenelg,
  • Flinders Autonomous Shuttle Trial. Initial trials will focus on putting driverless shuttles on to public roads within the Tonsley precinct.
  • Cohda Connected Autonomous Vehicle trials – trial projects on the streets of Adelaide to test how vehicles communicate to one another and with roadside infrastructure, as well as expanding Cohda’s ‘Vehicle to Everything’ communications.

The team has also helped facilitate significant changes in legislation, regulations and regulatory framework supporting industry reform, enabling innovation and improving outcomes and benefits for South Australians;

  • Implemented the $1 Levy and a range of other Point to Point reforms
  • Made significant contributions to the Government’s Simpler Reg agenda through two Simplify Bills
  • Improving Congestion on our Roads by implemented the Roadworks Bill
  • Led the nation in providing a regulatory framework for the trial of Autonomous Vehicles
  • Enabled the use of Segways in public areas to promote tourism
  • Making our Roads Safer by implementing changes to enable the Heavy Vehicle Inspection Scheme and imposed stricter penalties on offences by heavy vehicles on the SE Freeway
  • Implemented the Drink and Drug Driving Bill.
  • Implemented a once in a generation reform of our planning laws through the introduction of the Planning Development and Infrastructure Bill and various regulations to begin turning on its provisions
  • Supported the management of two parallel planning schemes with 24 different regulation packages for the Development Act – including making regulatory changes necessary to enable the Tesla Big Battery

In addition, the section;

  • Established a gatekeeper role for the provision of legal services across the department
  • Reduced the number of CSO invoices to one single invoice per month, creating significant efficiencies and enabling analytics of our legal spend for the first time.
  • Consolidated the management of over 80 Acts into the legislation services team
  • Took responsibility co-ordinating the statutory delegations across the department and did a fundamental redraft of many of the transport law delegations
  • Demonstrated the ability to work under incredibly tight time frame with the urgent ban on bathing and diving off the Glenelg breakwaters.


The Portfolio Management Office was established in 2015, with a Project Office added in 2017 to create the Portfolio, Program and Project Office (3PMO). The 3PMO seeks to improve DPTI’s ability to provide effective oversight and governance over the department’s $35 billion asset base and the whole-of-government’s $8.6 billion infrastructure delivery program.

Gateway reviews were formally established for HVHR/Cat 1 projects and programs to consider the health of a project at critical investment and decision points and provide assurance on how a project should progress. The principles of gate reviews will be expanded to cover all DPTI projects in 2018.

3PMO established a Benefits Framework which has seen DPTI increase its ability to align projects and programs to strategic benefits. A centralised Project Office was created to support a single project management methodology across DPTI.

Customer and Information Services

Customer and Information Services brings together the department’s communication and technology strengths, partnering with our customer and stakeholders to engage and inform the community and support and drive the development of innovative, digital and customer-focused outcomes.

CIS have delivered a Customer Charter and an action plan with a number of case studies of the charter in action.

Staff have also developed and are working through implementation of the Digital Transformation Program centred on  enabling the business, optimising our workforce and focusing on our customers.

Media, Engagement & Communications

  • Maintained a 24-hour media and social media response for the Department.
  • In 2016/17 produced 539 media releases and responded to 1294 direct media enquiries.
  • Co-developed digital alert system for rail maintenance notifications and maintained email/ SMS alerts to Adelaide Metro customers who have subscribed using a My Metro account.
  • SA Planning, Transport and Infrastructure Facebook – followers grew to 37,823 in January 2018
  • DPTI Twitter grew to 9068 in January 2018
  • Adelaide Metro SA Twitter –9098 in January 2018
  • Department of Planning, Transport and Infrastructure LinkedIn – 7to 10039 in January 2018

  • Provide customers with real-time insight, such as the historic Darlington Upgrade Project bridge move as it happened.
  • Drove DPTI’s Strategic Objective of “Community-focused and customer-focused services” by actively engaging affected and interested stakeholders in our major projects, programs and initiatives. This resulted in changes to as a result of community feedback, for example changing the schedule of works to minimise the impact on traders and events.
  • Enhanced focus for major project engagement on small business
  • Delivered the O-Bahn City Access Project community day, attended by around 6000 people.

  • Delivered 12 community infrastructure roadshows across the metropolitan area. Also supported Ministerial Transport Forums.
  • Ran the MySA MetroCARD competition to engage community in design of future MetroCARDs.
  • Rolled out advertising campaigns, in addition to operational campaigns, including EzyPlates “Start you story”, infrastructure “Keeping SA Moving”, public transport education campaign targeting students “Be like..”

  • Provided DPTI presence at Boat Show, Royal Adelaide Show, Autonomous Vehicles conference and various other community and industry events.
  • Developed “Our Story” strategic positioning video piece to complement work to date and convey what we do and why we do it. You can watch the video here.

Frontline Services

Destination metroCARDs

  • Continue to develop multiple service options for customers, particularly with an emphasis on digital and via self-serve.
  • Successful implementation of the Outer Harbour ticket office, working closely with South Australian Tourism Commission.
  • Roll out of new Digital Timetable Kiosks.
  • Over the past 12 months, Frontline Services has Answered 169,000 calls on the InfoLine, handled 12,500 feedbacks, responded to 1250 online enquiries and logged 5,531 lost property items.
  • In 2017, Adelaide Metro InfoCentres processed 313,576 counter transactions and had 747,810 visitors
  • Launch of six new SA-branded MetroCARDs, with further new designs due for release in 2018.

Strategic and Quality Services

  • Development of a Customer Service Communication and Engagement Plan and completed a DPTI Customer Insight Maturity Model Assessment.
  • Completed a review of IT Governance which culminated in the development of a new Information and Digital Governance model that incorporated the newly formed EIM directorate. A new intranet site was also created to support the model.
  • Achieved above average compliance for all of the Top 10 Cyber Security objectives.
  • Enhanced security awareness across the department by introducing an interactive training approach through ELMO, with training videos and phishing campaigns to be rolled out this year.
  • Contributed to the development of Business Transformation business cases that successfully achieved funding for a range of digital transformation initiatives for the Department.


  • Released “Council Connect” which enables council staff and Planning staff to collaborate online.
  • Consolidated two standalone public registers into one and made it available through the SA Planning Portal.
  • Released new web sites for the State Planning Commission and three Assessment & Advisory Committees.
  • Enhanced the SA Planning Portal to allow Ministerial Development Plan Amendments to be submitted online.
  • Facilitated workshops with 50 participants representing local government, state government, industry and the community to provide feedback on how the SA Planning Portal can be redesigned to better meet the needs of its customers.

Business Partnerships

  • Led transition of payroll service to CHRIS21 platform.
  • Continued metroMATE development and enhancement of features based primarily on customer feedback. MetroMATE now has had more than 159,000 downloads (102,000 iOS and 57,000 Android) and has 73,000 monthly users and 15,300 daily users.
  • Implemented Digital Notification (e-mail and SMS) for rail network. Completed as an exemplar Digital by Default project.
  • Tag On trials – implemented the internal trials of technology enabling mobile phone tag on for public transport.
  • Assisted with deployment of an additional HF radio station in the Riverland to increase coverage.

Operational Services

  • Answered over 40,000 calls to the Service Desk in 2017
  • Established the 50 Flinders St IT facilities, meeting room equipment, video conferencing, PCs, tablets, phones, IT network, WI FI and decommissioned RMH switches and IT equipment and relocating staff to the site
  • Released the MySA GOV account Citizen Identity service from TRUMPS to support the Digital Wallet
  • Designed and built new AddInsight portal for TMC
  • Completed the Network Carriage Services tender for mobile phones, resulting forecast savings of $1.3m
  • Maintained patching across the Servers and Desktops, maintaining an environment well prepared for threats such as when the global “WannaCry” cyber-incident
  • Identified and reviewed 729 forms through the Rip It Up initiative, removing 313 obsolete forms
  • Through focus on reducing paper, achieved 10% per month reduction in temporary files and a 16% increase in use of knet each month in 2017
  • Completed mobile phone ticketing trial, including the tender through to project completion
  • Installed passenger validation gates at Salisbury and Noarlunga stations
  • Installed middle door validators across all O-Bahn buses

Finance and Risk

  • Graduate Development – Almost 20% of Finance and Risk workforce comprised of Graduates.  Rotation and development ongoing.
  • New Business Support Charges model – simpler, more transparent system of spreading back DPTI overheads
  • Fraud and Corruption training package delivered across DPTI
  • Development of Portfolio Emergency Management Framework
  • New DPTI Security contract (public Transport and Buildings) in place and operational
  • Delivered an essentially balanced budget position in 2016/17 and quality financial statements with no significant audit issues
  • In partnership with Capital Initiatives Directorate, contributed to the development of a new Contingency Management Framework
  • Numerous process improvements in Financial Control area for Property specific business resulting in up to 60 hours savings in effort (per month) across Property and Finance.

Infrastructure Delivery

Infrastructure Delivery has overseen some of the biggest projects in South Australia, including the $801m Torrens Road to River Torrens Project, $885m Northern Connector Project, $160m O-Bahn City Access Project and $284m Torrens Rail Junction Project. Added together they are worth billions of dollars and create hundreds of jobs across the length and breadth of our State.

Each project brought its unique challenges and achievements including

  • $801m Torrens Road to River Torrens Project: undertaking the largest service relocation program undertaken in South Australia, including the installation of new infrastructure for electricity, gas, water mains, sewerage and telecommunications. The Torrens Road to River Torrens Project will deliver a 4km non-stop roadway (incorporating 3 km lowered motorway), between Ashwin Parade, Torrensville, and Pym Street, Croydon Park, providing significant travel time saving to commuters and freight.
  • $885m Northern Connector Project: this project will deliver a 15.5km non-stop motorway between the Northern Expressway, South Road Superway and Port River Expressway. As at 31 December 2017, more than 96% of the 465,800 on-site labour hours were performed by South Australians, with 37% performed by target group employees (apprentices, trainees and cadets, displaced automotive workers, Aboriginal and Torres Strait Islanders, and local people with barriers to employment). It is making a real difference to people of the northern suburbs during construction.
  • Delivered the $160m O-Bahn City Access Project, including a 670m tunnel through the Park Lands which has resulted in considerable time savings for O-Bahn commuters.
  • Approximately 450 jobs were supported over the life of the project, with more than 700,000 on-site construction hours worked over the course of this project. More than $90 million of contracts were awarded to South Australian businesses.
  • $238m Torrens Rail Junction Project has removed three level crossings, including at Park Terrace, Brompton, delivering significant time savings to road users on the important Inner Ring Road. There are also freight productivity improvements from removing the need for freight trains to queue to give way to passenger trains, and the lowered rail section, including the new Bowden Station, will result in more reliable Adelaide Metro rail services.
  • The $80m City Tram Extension Project is delivering the first stage of an expanded tram network through the CBD. The project team worked around the clock to complete the extraordinarily complex junction at the intersection of North Terrace and King William Street with only a two-week disruption for motorists.
  • The $106m APY Main Access Road Upgrade will make remote roads safer and more efficient. To the end of 2017 33% of total on site labour hours were undertaken by local Anangu and 59 local Anangu successfully completed White Card and/or Workzone Traffic Management training. The project will have a lasting impact for these workers, who have experience and qualifications to take into other work, long after the road upgrade is complete.
  • Infrastructure Delivery is making improvements elsewhere in regional South Australia, including the $40m Upper Yorke Peninsula Road Network Upgrade (including works at Federation Corner, the intersection of the Copper Coast and Yorke Highways), $11.2m upgrade of Main South Road at Aldinga, $28m Port Bonython Jetty refurbishment and Kangaroo Island Airport upgrade.
  • In the field of Health, redevelopments at Flinders Medical Centre redevelopment, Modbury Hospital redevelopment and Noarlunga Health Services.
  • In Education – $100m Botanic High School which will accommodate 1250 secondary students due for completion late this year; $250m on Science, Technology, Engineering and Mathematics work program, which will refurbish or redevelop pre-existing facilities within 139 schools. To date, 108 schools are in construction and 28 schools have achieved practical completion.

Other notable achievements include;

  • The $405m Adelaide Convention Centre redevelopment. A part of the burgeoning Riverbank precinct, the centre is now a world-class facility with the potential to boost the State’s visitor numbers and become a hub for major national and international events.
  • Plus ongoing $209m Adelaide Festival Plaza Precinct Plaza – the public realm will feature public artwork, art-themed playground, seating and shelter.

Infrastructure Delivery has helped drive higher safety standards within the construction industry.

Highlights include:

  • In collaboration with industry leaders implemented a Safety Charter to drive genuine step change safety performance across the South Australian construction industry.
  • Developed a dedicated internet site ‘Safety in Construction’ to facilitate the sharing of safety information.
  • In addition to 'business as usual' safety inspections and safety audits, monthly safety walks for all ‘in construction’ infrastructure projects, were mandated as a standard business practice.  Safety walks focus on compliance with procedures, ensuring that identified hazards are made safe, that site employees are trained and that our contractors have functioning safety systems in place.
  • 287 safety walks were undertaken during 2017.
  • A construction safety hazard identification program facilitated by an independent safety expert has been implemented to improve staff and contractor ability to recognise on-site hazards and implement effective controls.
  • Engagement of external safety specialists to carry out pre-start and on-site safety audits on selected construction projects.
  • Roll out (around 50% complete) of a safety culture assessment process across the construction industry to enable self-assessment against Work Health and Safety legislative requirements to demonstrate compliance and identify gaps in systems and practices.

Intergovernmental Relations

The newly-formed Intergovernmental Relations directorate was set up to focus on building on existing Commonwealth relationships to secure support and funding for future infrastructure builds. Already it is:

  • Developing a scenario-based 15 year State / Commonwealth partner funded infrastructure pipeline to support ongoing funding discussions and in particular in preparation for the commencement of negotiations for the next Infrastructure Investment National Partnership Agreement.
  • Collaborating with Departments and Agencies across the South Australian Government to identify opportunities to ‘package’ initiatives for possible funding through Commonwealth / State programs and facilitate consideration (where appropriate) by Infrastructure Australia.
  • Investigating funding and financing opportunities and approaches, including through Commonwealth entities.
  • Enhancing relationships with Commonwealth Departments and Agencies with an interest in infrastructure investment with a view to maximising program / project opportunities for South Australia, for example ‘cities’.
  • Improving the internal transparency of Commonwealth / State partner funded initiatives and processes, including by enhanced reporting (ultimately through 3PMO tools).

Office for Recreation and Sport


  • released a new Strategic Plan for 2017-2021.
  • South Australia assumed the Chair and secretariat function of the Meeting of Sport and Recreation
  • General Manager of ORS has become the Chair of the Committee of Australian Sport and Recreation Officials (CASRO). ORS has also taken on the secretariat function of this committee.


  • Led a whole of DPTI review of grants management, resulting in the implementation of an online grants management solution.
  • Commenced a new Sporting Surfaces Funding Program in 2017/18 that will deliver $20 million over two years
  • In 2016/17 administered 9 grant programs and provided $18.1 million to 697 grantees.
  • In 2017/18 administered 11 grant programs and provided $34.3 million to 764 grantees.
  • Provided the following one off grants:
    • Football Federation SA - $10 million
    • City of Charles Sturt, St Clair Recreation Centre - $7.5 million
    • City of Port Adelaide Enfield, Ross Smith site, $4.7 million
    • SA Olympic Council - $1 million
    • Thoroughbred Racing SA - $6 million for prizemoney
    • Adelaide Comets Football Club - $3.5 million for Ellis Park Multi-Purpose Facility
    • Netball SA - $4.5 million for upgrade to the Netball SA Stadium
    • City of Unley - $2.5 million for Goodwood Oval Upgrade
    • Uni SA - $1 million over 5 years for Scholarships
  • In 2016/17 commenced a new Female Facilities Funding Program which will deliver $24 million over three years.
  • Distributed 53,432 sports vouchers for a total value of $2.6 million for 2016/17 and 28,670 sports vouchers for a total value of $1.4 million year to date in 2017/18.

Industry Capability

  • Leading the development of a national policy and accountability framework for women and girls in sport on behalf of all sport and recreation Ministers
  • Have 2264 registered STARCLUB members. STARCLUB is an online club development tool used by the Office, Local Government and state sport and recreational bodies to support a consistent approach to club development across the state.
  • Across metropolitan and regional areas delivered 31 coaching related courses for 734 participants including 80 sub-elite level coaches in the ORS Coach Development Program.
  • Delivered the coloured shirt program supporting the development and engagement of new officials involving twenty seven sports and over 1600 participants
  • Delivered the following key initiatives on behalf of the Women in Sport Task Force and Gender Equity
    • Girls Can! Women Can! Summit.
    • Promotion videos –54,300 views
    • A Celebration of Women’s Sport supporting International Women’s Day 2017.
    • 2018 Girls’ and Young Women’s Sport Summit and Summer Slam
    • Implementing the Leadership Shadow Program/ Industrial Seminars/ Mentoring
    • Introduced a 40-40-20 board composition governance approach
  • Twenty three Sport programs received funding, leadership and mentoring in Sport Pathway development for Participation and High performance
  • A review was conducted on the provision of sport and recreation opportunities for Aboriginal and Torres Strait Islander people and communities
  • Three regional sport academies in Ceduna/Roxby Downs and Limestone Coast to improve access to specialist coaching for sport
  • Through the Culture and Ethics program the ORS passed 2,500 Club Child Safe Officers trained and resourced in the community.
  • The South Australian Government’s Strategic Plan target for recreation and sport is to exceed 50% of South Australians (adults) participating in sport or physical activity at least once a week by 2020.


  • Recreational Greenways Act 2000 utilised for the first time to secure ongoing access to recreational trails in the Wirrabara and Bundaleer Forests
  • $6.5 million expended of the $20 million granted to FFSA for synthetic pitches
  • Delivered a $1m project to install solar panels at the South Australia Aquatic and Leisure Centre.  This is the second largest solar array on a sporting facility in the Southern Hemisphere
  • Secured $60m in investment through the mid-year budget review which will deliver facility developments and improvements at the following venues
    • Super-Drome - State Sports Park
    • State Hockey Centre - State Sports Park
    • BMX - State Sports Park
    • BMX – O’Halloran Hill
    • Home of Football - State Sports Park
    • SA Athletics Stadium
    • Women’s Memorial Playing Fields
    • New Noarlunga Recreation Centre - Southern Sports Complex
    • Aldinga Sports Park
  • Over 1200 bookings and 160,000 attendances at SA Athletics Stadium and Adelaide Super-Drome.

High Performance

  • Secured two new national high performance programs to Adelaide for the Tokyo Olympic cycle ( Women’s Sprint Canoe, Shooting Rifle)
  • Retained and enhanced engagement and partnerships with four national high performance programs in Adelaide. (Cycling, Swimming, Beach Volleyball, Diving)
  • Jointly lead the successful proposal to develop a world-leading Wind Tunnel at the Adelaide Super-Drome
  • At the 2016 Rio Olympic and Paralympic Games, 50 South Australian athletes were selected to the 2016 Rio Olympic team across 14 sports and 9 SASI athletes were selected to the Paralympic team across 6 sports.
  • A total of 9 SASI athletes won 11 Olympic medals (1 Gold, 7 Silver and3 Bronze) across 4 sports (Athletics, Cycling, Rowing and Swimming).
  • 4 SASI athletes won a total of 4 Paralympic medals (1 Gold, 1 Silver and 2 Bronze) across 3 sports (Athletics, Cycling, Table Tennis) at the Rio Paralympic Games.
  • 3600 students from 39 schools were tested as part of the Talent Search Program, with 82 progressing to final stage testing
  • Five of the 50 Rio Olympians were identified through the Talent Search Program
  • In 2017, 69 SASI athletes were selected for World Championship events across 14 sports.
  • 17 of these athletes won a total of 27 medals (5 gold, 10 silver, 12 bronze) across 23 events (4 gold, 8 silver, 11 bronze)
  • 5 SASI athletes were crowned World Champions in 2017 the following events:
    • Cycling – Men’s Team Pursuit (Alex Porter, Rohan Wight)
    • Paracanoe – Women’s VL1 200m (Jocelyn Neumueller)
    • Rowing – Men’s Coxless Four (Alex Hill)
    • Rowing – Women’s Coxless Four (Molly Goodman)

People and Performance

This directorate works hard to make our workplace safer and more efficient for all. Its highlights include:

  • Implementation of Drug and Alcohol Policy
  • Decline in costs of rehabilitation
  • Creation of DPTI Capability Framework
  • Implementation of single Learning Management System
  • Development and implementation of PSS
  • Successful completion of Rail Enterprise Agreements

Planning and Development

While we are delivering works it is important to have an eye on the future and this directorate has paved the way for significant works now – and for years to come.

The planning system in South Australia is undergoing fundamental change, to build on a system that enhances the lifestyles of all South Australians by delivering effective planning for our future growth and prosperity.

The State Planning Commission was formed on 1 April 2017

From 1 October 2017, all Councils established new Council Assessment Panels for development assessment purposes. Codes of Conduct have been prepared and consulted on, and have now been endorsed by the Minister.

State Commission Assessment Panel (previously DAC) was established for development assessment matters of state interest.

The Community Engagement Charter was developed with stakeholder and practitioner consultation. The Charter will commence operation this year.

The SA Planning Portal was released as the first step towards a one-stop destination for planning in South Australia.

The Department recently concluded its first round of meetings with all 68 councils to initiate the transition to the new planning system. The purpose of these meetings was to establish ‘Collaborative Work Programs’. These are agreements between the Department and Councils that identify the key tasks and milestones requiring collaborative work to implement the new system, as we progressively switch off 72 Development Plans and replace with one Planning and Design Code.

Planning Policy:

  • As part of the program to transition the Planning Department and Councils to the new system, current Council and Ministerial Development Plan Amendments (DPAs) are    being finalised. In January 2017, there were 84 Council DPA/SOIs and 10 Ministerial DPAs. Currently, there are 29 Council DPAs and 4 SOIs in the system.  There are also 4 Ministerial DPAs (including the Morphettville Racecourse and Adelaide-Gawler DPAs).
  • A total of 12 Ministerial Development Plan Amendments (DPAs) were approved 2016-2018. Some DPAs of note include:
    • Glenelg District Centre (Jetty Road) and Residential High Density Zone Review Amendment
    • Mixed Use (Glenside) Zone Policy Review Amendment
    • Victor Harbor Centres and Residential Amendment
    • Kilburn Blair Athol Urban Renewal
    • Port Adelaide Centre Renewal Part 2
    • West Lakes (AAMI Stadium Precinct) Zoning and Policy Review
    • Repatriation General Hospital and Surrounding Areas
  • A total of 67 Council DPAs were approved 2016-2018. Some DPAs of note include:

Between 2016 and 2018, a total of:

  • 74 concurrence applications processed (excludes Land division concurrence applications)
  • 284 Development Applications for which the SCAP is the authority by virtue of Schedule 10 excluding those outlined below. (these include but are not limited to: Out of Council Developments, Hills Face Zone, Parklands, Water Protection Areas)
  • 418 Land division applications were assessed with SCAP being the authority.
  • 122 Inner Metro Development Assessment Applications processed (includes City developments >$10m, Corridor Developments greater than 4 storeys and Port Adelaide Regional Centre developments >$3m)
  • 40 developments have progressed through the Pre-lodgement & Design Review process.
  • 264 Renewing Our Streets And Suburbs (ROSAS) developments processed
  • 63 Coordinator General Called-in projects processed. Key projects include:
    • Tailem Bend Motorsports Park ($50 million)
    • Coopers Brewery Expansion ($60 million)

Building Policy:

  • Key reforms including:
    • adoption of National Construction Code (NCC) provisions allowing the use of timber construction for 7-8 storey buildings (previously limited to 2-3 storeys),
    • development and implementation of construction concessions for small live music and arts venues, and
    • development and adoption of the Minister's Specification for upgrading the health and safety of existing buildings.
  • Commencement of a state-wide audit into the use of aluminium composite panels, and adoption of new regulations to control their use.
  • Commencement of a Building Reform Program in 2017 (linked to Planning Reform), with a Building Reform Steering Group formed to provide advice on key reform issues, including assessment and compliance, and building maintenance and accountability, in the building system.

Living Neighbourhoods and Travel Behaviour

  • On the Right Track Remote achieved licensing rates in the APY Lands of approximately 40% (compared with 17% prior to program delivery)
  • The “Teach em Right” Qualified Supervising Driver workshop package, which encourages fully licensed Aboriginal people to provide supervised driver to Learner drivers in their families and communities, is available to Aboriginal people, communities and service providers
  • Way2Go program expanded its reach to include 42 Local Councils and 226  primary schools to increase active, safe and green travel
  • More than 8000 children now receiving Way2Go Bike Ed annually
  • Since January 2016, more than 194 Moving Right Along workshops for 3050 older drivers and mobility scooter users across SA, delivered through a partnership with Council of the Aging
  • More than 98 expressions of interest received for Residents Win – people friendly streets and safer roads – with 43 progressing to project development stage, 22 funded and 5 fully completed.
  • 32 Community Grants awarded to organisations to help them make safer, greener, more active travel choices

Planning and Development Fund

  • $22.45 million State government projects and $22.9 million local government grants
  • These figures broken down into strategic focus of the Fund over the last 2 years:
    • Park lands $16.7 million
    • coast park $7.1 million
    • regions $9.74 million
    • playgrounds $8.9 million
  • 55 local government grants (including sig projects i.e. Coast Park, regions, playgrounds)

Land Boundaries:

  • Cadastral Integrity Program - Continued to monitor the standard and regulatory compliance of Licensed Surveyors.  Approximately 50% of the State’s Licensed Surveyors have been audited for regulatory compliance.
  • Native Title Land Tenure Searching and Mapping -Completion of tenure searching and related mapping to allow the determination of three native title claims (Barngarla, Ngarrindjeri & Others and Dieri No. 3); eight other significant claims remain active.
  • Addressing - Approximately 132,000 addresses amended or added during the period 1 Jan 2016 to 31 Jan 2018, increasing the accuracy and comprehensiveness of the State addressing data.
  • Spatial Improvement of Digital Cadastral Database - Significant Spatial improvement of the cadastre and administrative boundaries including:
  • Key involvement in the development of the Narungga Buthera Agreement.
  • 26,000 property parcels spatially improved to meet client demands for specific areas improvements
  • Development of new processes for spatial improvements within the metropolitan area and major urban centres to provide significant improvement to the cadastre

Spatial Representation of Development Applications

Completion of the integration of the spatial representation of Development Applications into the general spatial maintenance environment, including the resolution of the data backlog.

Roads Opening and Closing

  • Road Opening and Closing processes associated with major developments, and the timely completion of the relevant process assisting in the development that included:
  • New Calvary Hospital construction and
  • Residential development of the former Football Park area.

Geographical Names

  • Creation of new suburbs Lightsview, Tonsley and Eyre and locality Parsons Beach
  • Major amendment of Greenwith / Salisbury Heights suburb boundary

The 30-Year Plan for Greater Adelaide – 2017 Update

  • Completed Population, Land Supply and Employment background papers to inform the strategic directions of the Plan
  • Prepared maps representing the key themes and strategic directions of the Plan
  • Developed methods to monitor the Plan’s 6 targets:
  • Containing our urban footprint and protecting our resources
  • More ways to get around
  • Getting Active
  • Walkable neighbourhoods

Planning and Transport

Growth and Job Creation

  • Collaborated with PIRSA to deliver two 90 day road transport projects for the Agricultural Sector, opening up over 7,000 kms of freight routes for the heavy vehicle industry. Expanded the approach for use in other sectors (e.g. forestry).  As a result PIRSA are now promoting the process nationally.
  • Working with councils and industry to address heavy vehicle access issues. Examples include: Salisbury Council at Greenfields, Gladstone Council and Viterra Grain, Lobethal Council and TFI, Inghams and various councils.
  • Worked with the National Heavy Vehicle Regulator in reviewing and updating a range of heavy vehicle policies to improve industry productivity. Examples include the development of the National B-double notice and Agricultural Access Notice.
  • Ongoing support to facilitate the development of the minerals and resources sector through contributions to the Resources Infrastructure Task Force, and the Central Eyre Iron Project Task Force.
  • Through the Steel Task Force, provided support for the Whyalla Steelworks moving through the administration period and purchase by the Gupta Family Group.
  • Successfully transitioning Leigh Creek services on 1 January 2017 and becoming the municipal services provider for the town.
  • Administrated infrastructure deeds for urban growth areas, including Mount Barker, Playford North Extension, Angle Vale, Virginia, and Two Wells.
  • Establishing $47m for the Community Wastewater Management Systems Agreement over 10 years.
  • Completion of the $500k community parks, water stations and UHF repeater project in the outback.
  • Completing the APY Landfills project.

Community-Focused and Customer-Focused Services

  • Undertook Community Open Days and Design Labs with Councils as part of the $4m study into the electrification of public transport in Adelaide – including AdeLINK.
  • Established industry reference group for the 50 Year Port Strategy.
  • Renewed funding for the South Australian Freight Council for the next 5 years.
  • Developing new Codes of Conduct for Council Members and Employees.

Enhanced Liveability and Connectivity

  • Developed a draft Public Transport Strategy.
  • Developed a draft update of the Cycling Strategy.
  • Released Multi-Criteria reports for potential route options for the proposed AdeLINK tram network.
  • Established the State Government funded Support Regional Aviation program, and worked with Local Government and aerodrome owners to commit almost $900k to deliver 10 co–funded projects at 8 regional airports and aerodromes.
  • Worked with the traditional owners to secure Departmental funding to construct a boat launching facility at Wardang Island.

Procurement and Contracting

We have made great strides in modernising the way we procure goods and services, resulting in time and budget savings.

Achievements in the past 12 months include:

  • Benefits realisation (procurement benefits of circa $50m).
  • Developing a centre of excellence through the centralisation of the Procurement and Contracting functions of the department.
  • Capital initiatives procurement process that saw $600+ million procured in less than six months.
  • Introduced contemporary contracting (bundles) resulting in faster to market contracts.
  • Procurement of the majority of the department’s 2018/19 capital works program via program approach already in place.
  • Transparency to the market via release of our forward capital program and the industry briefing.
  • Improved engagement with industry forums and representative bodies such as Consult Australia, CCF, MBA and others.
  • In partnership with Uni SA developed an Australian first suite of post graduate courses in Contract Management.
  • New suite of construction contracts with market standard liability regime that was a first for Government.
  • Staff upskilling and personal development – focusing on complex tender evaluation, negotiation and contracting, contract preparation and strategy

Significant Projects

  • Procurement of a Developer to purchase land and construct and a new building for government office accommodation in Port Adelaide in support of the Premiers “Our Port” strategy.
  • Procurement of new accommodation for the Attorney Generals Department, completion of concept design and development of detailed design documentation underway which focusses on a contemporary workplace incorporating minimal individual offices.
  • Completion of Adelaide CBD high school land acquisition from the University of South Australia to enable construction of a brand new CBD High School.
  • Negotiation and execution of Contract for the purchase of North Haven Boat Ramp to secure amenity for the launch and retrieval of recreational vessels.
  • Successful completion of options analysis and project initiation for sustainable CBD Courts.
  • Options Analysis of Various Land Components for the AdeLINK rail network.
  • Administered $14.2million in Capital works for asset sustainment.

Commercial Office accommodation

  • Leasing negotiations since 2015 have included incentives achieved in excess of $93 million, comprising rental rebates and fitout contributions.
  • Negotiations of lease renewals have included removing decommissioning obligations at the lease expires, resulting in cost avoidance to government in excess of $10 million.
  • Lease negotiated for DEWNR resulted in a lease incentive of $26.1m comprising fit out contribution and rental rebate. This project allowed for consolidation of multiple DEWNR offices into one location which comprised a brand new 6 star Green Star fit out.
  • Cabinet approval of AGD relocation to 10 Franklin St (GPO Exchange), resulting in a lease commitment by State Government of 12,188m² (including a $28.5 Million incentive) which triggered development of a new landmark building in the Adelaide CBD. This new development will deliver a significant economic benefit to South Australia through job creation, business investment and contributes to the State strategic priority of creating a vibrant city. The building owner estimates private investment of $250 million and approximately 500 jobs during the construction phase. Construction and integrated fitout are due for completion in September 2019.
  • New lease negotiated at 101 Grenfell Street to cater for Land Services Commercialisation project. Lease negotiation allowed for relinquishment of vacant floors and removal of make good obligations at lease expiry.
  • Cabinet approval for relocation of accommodation involving EPA, SA Water, DSD and DPC across 4 locations and resulting in overall reduction in leased accommodation space.
  • Reduction of vacant government office accommodation from 2% in 2015 to 1.77% in 2018, including a nil vacancy in the CBD from July 2017 to present.
  • Relocation of DPTI from Roma Mitchell House and 211 Victoria Square into 50 Flinders St at discounted rent, allowing Health to move into RMH. DPTI efficiently relocated 1500+ staff within the CBD without loss of business operations and $14 Million of savings and transitioned to a fully open plan working environment.

Acquisition and Disposal of Property

  • 1674 residential owned and leased properties are managed to support Government employees in regional South Australia

Leigh Creek

Following Flinders Power Partnership’s (FFP) announcement of their withdrawal from Leigh creek in 2016, DPTI successfully:

  • transitioned all 130 existing residential and commercial leases from FFP to the SA Government on 1 January 2017 on a “business as usual” basis
  • implemented a preventative maintenance program for the residential, commercial and civic  building assets
  • established a new safety program for residential dwellings, including replacement of smoke detection devices, electrical RCD installation and programmed maintenance of evaporative air conditioners.
  • Engaged DPTI Asbestos Service Project Officers to inspect buildings, record data and creation of asbestos registers for commercial buildings and civic assets.


South Australia has led the nation with a large number of initiatives including:

  • Implementing digital driver’s licences
  • Abolishing heavy vehicle registration labels
  • Implementing direct debit for heavy vehicle registration.
  • Implementing a $1 Levy on Passenger Transport Services to assist the Taxi Industry through deregulation.
  • Transitioning regulatory functions to the National Heavy Vehicle Regulator
  • Introducing rideshare and implemented taxi and chauffeur reforms
  • Implementing a Heavy Vehicle Inspection Scheme pilot requiring roadworthy inspections on change of ownership creating jobs and improving road safety.
  • Increasing online vehicle registrations: 76% 76% of registrations online in 2016-17 compared to 56% in 2011-12.

National Harmonisation

  • First nationally to implement Digital driver’s licences
  • First State to Transition regulatory functions to NHVR reducing DPTI FTE’s by 23.
  • First State to Transition of marine survey compliance functions to AMSA reducing DPTI FTE’s by 7.

This does not include the jobs subsequently created from the repairs and maintenance.

Private Sector Prosperity

  • Introduction of rideshare as a point to point service provider
  • First nationally to implement a $1 Levy on Passenger Transport Services to assist the Taxi Industry through de-regulation.
  • Implementation of the opening up of the CTP market to 4 commercial insurers.
  • Transfer of responsibility for Tier 1 Vehicle Identity Inspections to private sector.
  • Elimination of inspection requirements for unmodified Brand New Vehicles in the point-to-point industry.

Safe Infrastructure

  • Investment in dredging works at Penneshaw and Cape Jervis, North Haven to ensure continued safe use of facilities.
  • Investment in the replacement of 37 beacons to maintain safety navigation of our waterways at Venus Bay, Streaky Bay, Thevenard and Decres Bay.
  • Investment on the refurbishment of the Oil Pollution vessel “Murex” enabling improved responsiveness to marine pollution events.

Safe Vehicles

Implementation of a Heavy Vehicle Inspection Scheme requiring roadworthy inspections on change of ownership. This was all completed within a period of 6 months.

Vehicle Inspections

  • 8% reduction in Road Worthiness inspections
  • 23% reduction in inspections due to modifications
  • 8.5% increase in Tier 2 inspections to 27,437 in 2016/17. This 16% higher than in 2010/11.
  • Minor decrease in Tier 3 inspections to 2,625 in 2016/17. This is 20% lower than in 2010/11.
  • 43% increase in Seized vehicles since 2010/11 with 73 recorded in 2016/17.

- Safe-T-Cam

  • 59,356 vehicles Unregistered detected and reported to SAPOL
  • 94,039 detected with 139 (236) expiated and 98 (176) prosecutions for Fatigue related offences for 2016/17 (2015-16)

Safe Behaviour

  • Introduction of new lifejacket laws including a lifejacket replacement program.
  • Investment in new patrol vessels for monitoring of safety on the river and coast.
  • Audit completed of River Murray and lakes to determine the number of derelict or unseaworthy houseboats.
  • Development of a new Motor Driving Instructor Course (Certificate IV in Transport and Logistics – Car Driving Instruction), released to Registered Training Organisations.
  • Key contributor to amendments to 7 Bills for introduction in to the Parliament including Statutes Amendment (Drink and Drug Driving) Bill 2017 and Liquor Licensing Amendment Bill to name a few.

    • Passenger Transport Act and Road Traffic Act breaches – 597 prosecutions with 154 defendants received convictions from the courts.
    • Passenger Transport Act and Road Traffic Act investigations – 16 accreditation operations (including 2 covert operations) with 116 expiations and 47 notices referred to the Passenger Transport Standards Committee.
    • 40 Authorised Examiner operations with 16 matters resolved by revocation, suspension or retraining.

    • 10% reduction in the number of drivers with 10 Demerit points or more
    • 9% growth in drivers aged over 70 in the last 12 months

Customer Satisfaction

  • First nationally to implement Digital driver’s licences

    • 31% reduction in CSC Registration transactions since 2011/12.
    • 17% reduction in Australia Pots registration transactions
  • Point to Point Accreditations – 100% increase in volumes in 2017/18 from 2016 predominantly due to Rideshare drivers seeking accreditation.
  • Continued growth in 2016/17 with a 4% increase in revenue from 2015/16 and a 17.5% increase since 2014/15.
  • Premium number plates increased by 20% from 2015/16 to 2016/17 ($1.99m).
  • Reducing red tape by developing online access to documents for Authorised Driving Examiners, improving the process for customers transferring registration of motor vehicles, and exempting vehicle inspections for NEW passenger services vehicles operating tourist activities.
  • Streamlining Fitness to Drive Requirements for holders of both Driver Accreditation and Driver Licences.
  • Customer Volumes
    • 1.6% increase in the number of vehicles registered to 1.77m vehicles.
    • 1.5% increase in the number of active licences to 1.2m licences.
    • 3% reduction (54,832 in 2016/17) of boats registered in South Australia since 2014/15.
    • 3.4% increase (311,594) in Rec Boating Licences in South Australia since 2014/15.
    • 323% (3,438 in 2017) increase in passenger transport driver accreditations since 2015.
  • Over $30m paid, or approximately 2000 applications, in Industry Assistance Packages for Licence and Lease holders.
  • In 2017, the following notices were issued, 24,174 disqualification; 11,115 medical suspensions; 1965 Mandatory Alcohol Interlock Scheme participants were managed; reviewed over 200 High Powered Vehicle applications and required 1568 driver to undertake a dependency assessments.

Transport Equity

- Transit Incident Reports (Fair Evasion/Behaviour Offences) – 17,262 received in 2016/17 including 4181 expiations notices, 11,489 cautions. This is 120% higher than in 2015/16 where only 7,880 reports were received, 2,154 expiations issues and 5,262 cautions.

- SATSS Payments

  • 4% decrease in active membership to 25,821 of the scheme in the past 12 months (from 26,948) and 33% decrease in past 24 months (from 38,372).
  • 13% reduction in the number (-124,133) and value (-$1.264m) of vouchers redeemed compared to previous year.

Carbon Neutrality

  • Registered the first Hydrogen Fuel Cell Electric vehicle in South Australia - Hyundai i35x

Enterprise Information

Enterprise Information improves DPTI’s use of information (evidence) to support policy and strategy development, organisational performance management and operational efficiency by:

  • Ensuring that DPTI measuring what matters most
  • Optimising decision making through improved analytics and better tools
  • Better connecting people to the information we hold.

Manager’s Portal - enhanced the Portal as a source of performance data relevant to managers.

Performance metrics - commenced a review of the effectiveness of the Benefits Framework as a tool to report organisational performance and provide input to strategic positioning with the view of developing a revised model.

Information valuation - Developed a rational way to establish a commercial value for our information assets.

Dukes Highway road pricing trial – testing a new way to charge for heavy vehicle road use as an alternative to fuel tax and registration charges.

Port Augusta-Dublin road pricing trial – establishing an incremental cost model to provide the infrastructure improvements required to enhance heavy vehicle access on this route at no cost to government and significant benefit to industry.

Open Data – Exceeded the DPTI target for the number of datasets released. Establishing a more strategic approach to releasing high value data.

Travel Forecasting – Implemented first tranche of findings from a review into the way DPTI undertakes travel forecasting while continuing to support the modelling for major projects.

Positioning presentation – Compiled performance data and spatial analytics that help tell the story of ‘who we are, how we live and how we move’ as an input to strategic positioning.

Expenditure history – Refreshed and improved records of DPTI expenditure, location and type of work going back to 2002 in order to enable centralised reporting.

Information project support – Supported the implementation of various information projects including the Asset Management Information Systems project and the PMO information projects.

Freight data – Commenced a project to build a freight data warehouse (in conjunction with C&IS) in order to better inform the development of a new freight strategy.

Road Safety

The new road safety directorate was set up to take a fresh approach to how we embed safe systems across new capital investment and upgrades to road infrastructure, better understand driving behaviours, type and vehicle use and speed to achieve our goal of zero together.

  • Road Safety Action Plan released by the Minister for Road Safety in Feb 2018.
  • Passed the Statutes Amendment (Drink and Drug Driving) Bill 2017 which increases penalties for drink and drug driving, including a three month licence disqualification for a first time drug driving offence, increased licence disqualification for repeat drug driving and a new offence of drug/drink driving (0.08 BAC and above) with a child in the car.
  • Released a survey on the YourSay website seeking community feedback on proposals to improve safety for motorcyclists.
  • The Motor Vehicles (Trials of Automotive Technologies) Amendment Bill 2016 was introduced to facilitate on-road trials, testing and development of driverless vehicles and other advanced automotive technology on South Australian roads.
  • Adelaide hosted the first international driverless car conference held in the Southern Hemisphere.
  • In partnership with Volvo, Australia’s first on-road demonstration of automated vehicle technology was undertaken on Adelaide’s Southern Expressway.
  • Supporting the development of Used Car Safety Ratings and the Australasian New Car Assessment Program (ANCAP).
  • A 40 km/h speed limit was introduced on the main street of Hahndorf between two raised safety platforms (wombat crossings).
  • Raised platforms were introduced on semi arterial road network in Adelaide (on the intersection of Parade West and Rundle Road).
  • Electronic variable speed limits were introduced at the Adelaide Entertainment Centre precinct to improve pedestrian safety through lower speed limits.
  • Point to point average speed cameras were implemented on Port Wakefield Road, Dukes Highway, Victor Harbor Road, Sturt Highway, Northern Expressway and the South Eastern Freeway.
  • 100 km/h speed limit was introduced on eight rural roads with high numbers of casualty crashes.
  • Continue investing on high risk rural road sections under Shoulder Sealing Program. About $40 million will be invested from 2015-16 to 2018-19.
  • $100 million was allocated from MAC to improve road safety infrastructure across the State, including $4 million for local government road improvements. Key projects include upgrading Britannia Roundabout, North East Road and Sudholz Road, Magill Road/Glynburn Road and Golden Grove Road/Grenfell Road intersections. Rural upgrades were undertaken on Victor Harbor Road, Main South Road, Port Wakefield to Port Augusta road including shoulder sealing, audio tactile line marking, hazard protection and removal and wide centreline treatment.
  • Rural Intersection improvements were completed at Karoonda Highway/Boundary Road, Tea Tree Gully Mannum Road and Chain of Ponds - Cudlee Creek Road and Willamstown - Birdwood and Springton Road. Roundabouts were also installed at Waterport/Welch intersection with Victor Harbor Road and the intersection of Elizabeth - Williamstown Road and Gawler - Kersbrook Road.
  • Pedestrian safety works, including the installation of Pedestrian Actuated Crossings, were installed at Port Elliot and Mount Gambier.
  • Motorcycle safety improvements were installed on Gorge Road, Cudlee Creek Road, Tea Tree Gully to Mannum Road and Burnside to Balhannah Road.
  • Construction commenced on safety upgrades to Main South Road (from Port Road to Malpas Road), Aldinga including median wire-rope safety barrier and a roundabout on the intersection of Port Road.

Transport Operations

Rail Operations

  • Recruited and Trained 20 new tram Drivers in preparation for the City Tram Extension.
  • Safe return of services after major rail possessions for Torrens Rail Junction Project through familiarisation, training and information.
  • Implemented new revenue protection model taking average monthly reports from an average of 400 to over 1,200 per month.
  • Completed review of operational incident management and response processes
  • Increased the number of Aboriginal and Torres Straight Islanders employed in rail operation roles as PSAs, Tram/ Train drivers
  • Supported project delivery and procurement for major rail projects, including;

    • City Tram Extension
    • OCC Relocation
    • Gawler Electrification
    • Public Transport Alliance
    • Flinders Link
    • Torrens to Torrens

  • Implemented late night train and trams services on Saturday night during festival period
  • Service delivery support for major sporting events, concerts and unprecedented numbers of cruise ship arrivals

Public Transport Operations and Planning

  • Successful implementation of a new timetable for all O-Bahn services following the completion of the City Access Tunnel, as well as integration of North Terrace routes onto Currie-Grenfell Street in preparation for the City Tram Extension.
  • Reorganisation of the Adelaide Oval bus interchange on King William Road to ensure safe operation of the new tram stop, including introduction of services into Sir Edwin Smith Avenue and DDA compliant footpaths
  • Introduced rear door boarding on O-Bahn buses to reduce dwell time and improve reliability
  • Tram Timetable change in January 2016 providing more through services between Glenelg and the city.
  • Provision of Rail Substitute services to support major projects
  • Real time bus stops at 27 locations
  • Provide advice and participate in major projects to ensure impacts on passengers and bus services are minimised both during construction phases and following completion of the projects.  These projects include the Torrens Rail Junction, Torrens to Torrens, O-Bahn City Access Tunnel, City Tram Extension and Darlington Project
  • Change to 100 timing points for buses to reduce traffic flow issues, supporting operation Moving Traffic
  • Worked with Mount Barker Council to improve bus stop amenity, DDA and safer crossing of for students
  • Restructure of Airport and West Beach services to improve travel time and increase the frequency of the J1X service. Restructure of services to provide greater coverage in Lightsview. Increase in service frequency along Greenhill Rd.

Traffic Operations

  • Addinsight
  • Improved traffic management strategies to deal with the Adelaide 500, and infrastructure works associated with the city
  • Project support, for T2T, Darlington, Northern Connector, TRJ, O-Bahn Runnel and City tram Extension
  • Establishment of the Traffic Response Group
  • Support the implementation of the NHVR
  • Integration and implementation of the O-Bahn Tunnel into the TMC, including safety systems and response

Rail Safety and Operational Performance

  • Completed Bowtie risk assessments for the top 10 risk events for both the heavy rail and light rail network
  • Completed Bowtie risk assessments for Road-Rail Vehicles and Track Machines
  • Development of the Key Risk Indicator and Document Control Dashboard
  • Raise awareness of Rail Commissioner/DPTI Systems Engineering Principles and Practices
  • Development of Safety Assurance Program for Rail Commissioner major projects
  • Implemented new reporting processes for Rail, creating greater visibility of performance in the drive OT Running improvement – Target of 6 minutes reduced down to 3 minutes.

Moving ahead

While this is a snapshot of what we have achieved in the past couple of years – we’ve also been looking ahead, planning for the future of our state and have strategies in place to keep our state moving forward.

Thank you to all the staff who have been involved in preparing the Incoming Government Briefings for our five portfolios of Transport and Infrastructure, Planning, Road Safety, Recreation and Sport, and  Local Government.

The incoming briefings are high-level briefings prepared ahead of the election including detail on commitments made by each of the major parties (red book for Labor, blue book for Liberal), then provided to incoming Ministers following the swearing in of the incoming Government Ministry.

They are the first opportunity to brief new Ministers and demonstrate how the Department will support the elected Government and Ministers to deliver their mandate.
