We are holding information sessions at Aberfoyle Park Community Centre, 1 Jessica Street, Aberfoyle Park where you will have the opportunity to meet the project team, offer any local insights into the area and ask any questions you may have about the project.
These are drop-in sessions, so please come by any time during the advertised times:
- Session 1: Thursday 30 July 2026, 5-7pm
- Session 2: Saturday 1 August 2026, 10am-12pm

About the project
This project will upgrade the existing Happy Valley Drive and Chandlers Hill Road single‑lane roundabout to a dual‑lane roundabout and construct the Happy Valley Drive and Windebanks Road roundabout.
$16 million has been committed as part of the Labor Government’s 2026 election commitments to deliver the Happy Valley Drive intersections upgrades.
Upgrading these intersections will:
- Improve road safety for motorists, pedestrians and cyclists.
- Reduce congestion and improve travel time reliability.
- Improve access to local roads, the trail network and Happy Valley Reservoir.
- Support around 60 full-time equivalent jobs during construction.
What's happening
Happy Valley Drive / Chandlers Hill Road
- Upgrade of the existing single‑lane roundabout to a dual‑lane roundabout.
- Relocation of the Happy Valley Reservoir pedestrian access gate further west along Chandlers Hill Road to allow for safer pedestrian movements.
- New pedestrian refuge and crossing location into the Happy Valley Reservoir.
- New and upgraded lighting, line marking and drainage.
Happy Valley Drive / Windebanks Road
- Construction of a new single‑lane roundabout.
- New pedestrian refuge across Windebanks Road, improving connection into existing shared use paths.
- Better integration with the trail network, improving pedestrian and cyclist access and safety.
- New and upgraded lighting, line marking and drainage.
Following technical planning work and community feedback, updates to the Happy Valley Drive / Windebanks Road design include:
- Reducing to a single approach lane and adjusting the roundabout layout to avoid a significant river red gum, responding to concerns raised by the community.
- Updating the design to avoid impacting the Happy Valley Reservoir woodland and boundary loop track, as well as relocating the emergency access gate.
Project background
Extensive planning was undertaken and community feedback was sought from 2022 to 2024.
Community feedback received identified safer movements, improved traffic flow, safety and better accessibility as key priorities. This feedback, along with technical planning work, helped to inform the updated design.
